Objective:
This assignment is structured to achieve multiple objectives, which will help to bring the water sector in Tajikistan to conceptually and structurally different, higher, and more efficient level of organisation. Along with such changes, significant improvements in delivery and quality of services are expected.
Main activities:
› Support in creation of RWC, transfer of assets and opening of new balance; assistance in preparation of RWC charter, corporate governance procedure and structure;
› Preparation of Public Service Contract between the RWCs, regional supervisory body and KMK;
› Preparation of financial and operational improvement programs and CDP for RWCs;
› Capacity development program for personnel of water utilities;
› Establishment of regional human resource pool in water sector covering engineering, financial, environmental, and procurement expertise;
› Establishment of regional technical resource pool (technical equipment);
› Preparation of Public Service Contract between regional resource pool and relevant stakeholders;
› Development of a strategic plan for the Tajik water sector, covering technical needs and service objectives, financial assessment and strategy, investments and O&M costing, gap assessment, strategic plan and financing plan;
› Impact study and reporting on previously implemented project effects;
› Amendments in the tariff methodology considering regional differences in cost structure and affordability constraints;
› Capacity building of affordability analysis to AntiMonopoly Agency.
