Provided services description:
Objective: The EBRD considered entering into a loan agreement with the Aktau Reverse Osmosis Desalination Plant to finance modernization of the Plant, connection of the Plant to the water supply network, and construction of water reservoirs to supply water to the City of Aktau and neighbouring areas. The Consultant’s role was to prepare a Feasibility study, including identification and a detailed assessment of the PIP to meet water demand in the targeted area, preparation of an overall procurement and project implementation plan, as well as calculation of the Financial IRR and Economic IRR of the project. The Feasibility study was to determine the priority investments, which will be financed by the EBRD loan to be co-financed with budget funds (and potential investment grants under internationals programmes) and form the basis for project appraisal and approval by the EBRD, international donors, local authorities. The PIP estimated cost amounts to about EUR 18.6 million.
Main activities:
› Implementation of baseline study to ascertain the present situation in institutional, legal and financial, as well as technical and environmental and social terms
› Carrying out the environmental and social due diligence, preparation of the Environmental and Social Action Plan and the Stakeholder Engagement Plan
› Preparation of the action plan for institutional changes in the water sector
› Applying for and obtaining the State Expertisa approval
