Provided services description:
Assistance in the technical re-equipment of heat sources in the Republic of Sakha (Yakutia) in order to save boiler fuel consumption; reduce operating costs; reduce heat loss during transportation; increase the reliability of heat supply; obtain economic effect; improve the environmental situation. The objects of modernization were 48 liquid fuel boilers with connected heat supply networks, which are located in several districts of the republic.
Services included:
› Assistance to the Client in coordination of all activities under the Project, including respective reporting to the Bank,
› Analysis of baseline data provided by the Client to develop preliminary (concept) designs for the project areas,
› Pre-design surveys and concept design in order to develop best design solutions for the heating systems in the project areas,
› Detailed design of heating facilities to be integrated in the overall design of the heating system;
› Development of the Employer’s Requirements and draft tender documents, and obtaining of all approvals and permits required under the law with respect to the construction project;
› Assistance in tender process, preparation of tender evaluation reports and recommendations on contract awards;
› Assistance to the Client in conclusion of contracts;
› Services of the Project Engineer for all construction contracts under the Project, including task planning and monitoring, contract management and supervision, control over commissioning of new facilities;
› Assistance to the Client in loan disbursements and other issues related to the Client’s financial covenants.
