Project Name: Belarus Water Sector Framework, 2nd phase - Orsha Wastewater Project: PIU Support, including Engineering, Design and Contracts Supervision

Period: 11/2019 - 03/2022 (suspended due to EU sanctions on project financing in the Republic of Belarus)
Client: EBRD / Vitebsk Regional Communal Unitary Enterprise of Water Supply and Sewerage System “Vitebskoblvodokanal”
Provided services description:
Objective: rehabilitation of the existing wastewater treatment plant to achieve full compliance of the water and wastewater services with the national and EU standards.
The Project is one of the first three Projects (including in Polotsk, Orsha and Lida) under the EUR 40 million Belarus Water Sector Framework, 2nd phase (the “Framework”). The current Framework aims mainly at reducing pollution of the Baltic Sea basin, and to some extent also to the Black Sea basin.
Project Components:
› Upgrade of the Wastewater Treatment Plant
› Rehabilitation of sewers: Rehabilitation of the collector D1000mm
› Rehabilitation of sewers: Rehabilitation of the collector D600mm on the Shevchenko street
› Reconstruction of sewage pumping stations №1 and №10
› Modernisation of water intakes "Orshitsa" and "Southern"
› Development of GIS and hydraulic modelling
› Supply of maintenance and repair equipment
› Supply of laboratory equipment
Total capex financing is EUR 9 million comprised of the EBRD sovereign guaranteed loan (EUR 6 million) and a capex grant SIDA (EUR 3 million).
Main Activities:
› Overall Project management support;
› Development of preliminary design documentation;
› Preparation of tender documents according to appropriate FIDIC Contract Conditions and EBRD Procurement Policies and Rules;
› Assistance in procurement, arrangement of the tendering procedure for works and goods, including evaluation of tenders and drafting tender evaluation reports;
› Contracts administration;
› Arrangement of timely disbursements under the contracts;
› Construction supervision.
