Objective:
The Government of the Republic of Kazakhstan has applied to the EBRD for a loan equivalent to 180 million US dollars to finance a project aimed at the rehabilitation of water management, irrigation and drainage infrastructure of irrigated lands in Aktobe, Zhambyl and South Kazakhstan regions of Kazakhstan. The project will mainly focus on replacement of outdated and obsolete irrigation canals and drainage systems in areas where the irrigation and drainage infrastructure still exists, thereby improving the efficiency.
This assignment includes three main tasks that should be fulfilled by the Consultant: (i) Performing functions of the 3 (PIU); (ii) Conducting technical supervision of works performed by the contractors in accordance with the legislation of the Republic of Kazakhstan, and functioning as an Engineer on behalf of the Client under the FIDIC contracts concluded under the Project; and (iii) Management of the Project in line with the Performance Requirements of EBRD’s Environmental and Sustainability Policy.
Main activities:
› Management of the Project,
› Management of procurement in accordance with the EBRD rules, updating and fine-tuning the Project Procurement Plan, organisation and conducting tenders for Procurement of Works and Procurement of Goods and Related Services under the Project, preparation of draft contracts with the successful tenderers;
› Performing disbursement, conducting financial and other reporting under the Project,
› Provision of legal support to the Project;
› Monitoring and Control of Supply Contracts;
› Engineer’s Functions under FIDIC contracts and Technical Supervision of Works;
› Implementation of the Environmental and Social Action Plan, Land Acquisition and Livelihood Restoration Framework, development and implementation of a Land Acquisition Plan, Stakeholder Engagement Plan and preparation of annual environmental and social reports to the Bank.
