Objective:
The Project implements the priority investment program for the modernization of the water and wastewater system of the Company, including replacement of deteriorated section of the water mains and sewage networks, introduction of SCADA system and improvement of water metering programme. The Priority Investment Program are estimated at KZT 3.6 billion (equivalent to EUR 9 million). The role of the Consultant is to assist in the management of all project participants, including assistance in the design, preparation of tender documents, as well as in technical supervision of deliveries and construction and installation works (FIDIC Engineer), in order to timely implement the Project on the proper level.
Main activities:
› Review and make recommendations to the project Procurement Plan, including updating of initial cost estimates and setting priorities between the project components;
› Assist the Company in developing tender documents (including, but not limited to, design, requirements and technical specifications, EHSS requirements for contractors), carrying out the tender procedure, preparing evaluation report and contract;
› Support the Company to co-ordinate, manage, monitor and evaluate all aspects of the project, including project implementation and procurement, design in accordance with Kazakh construction norms, supervision of works and administration of contracts, and ESAP implementation;
› Ensure that the company arranges payments to contractors on time and in accordance with an appropriate control and record system;
› Ensure that all reports required by the EBRD for implementation of the project and the loan are submitted on schedule; and
› Prepare, attend, minute and report on progress meetings with Company and the various parties
