Provided services description:
EBRD has developed a project together with the City of Khorog to improve the solid waste management situation in the City by financing a priority investment program. Total investments are expected to be approximately USD 4 million, consisting of a loan of up to USD 2 million from the Bank and a capital expenditure grant of up to USD 2 million from an international donor. The loan and the grant will be used for the:
(i) Remediation and Extension of the Landfill,
(ii) Remediation and Extension of Waste Collection and Transport System,
(iii) Reconstruction of the Operation Centre of the Company in the City,
(iv) Rationalisation of waste services through technical co-operation to help the City to organise waste collection efficiently, and
(v) Institutional strengthening of the Company Administration.
The Consultant’s overall objectives are to facilitate the timely and effective implementation of the Project by rendering assistance to the Company and the City, as the ultimate asset owners, in the implementation of the Project, including design, all aspects of procurement, and disbursement.
Services include:
› Building the overall project management capacity of the Company, to include: relevant institutional capacity building, monitoring of the Project implementation plan; and strengthening the company;
› Designing the works and preparing the technical specifications for goods, including the modelling, design and preparation of technical specifications, designs and drawings;
› Procurement support, to include: the monitoring of the procurement process; giving advice to the Company on procurement strategies; supporting the Company in preparing procurement documentation; and, to continue to support the Company throughout the evaluation and finalisation process of procurement;
› Disbursement support, to include contract administration support and support in ensuring compliance with the financing documents and other agreements;
› Technical supervision to include: supervision of the works contracts and administration of the supply of goods contracts; arrangement of timely disbursement under the contracts; and, design of the duration and exit strategy.
